6 | “Whereas Mizoram under the erstwhile British rule was kept outside the operation of moral law, except those which had been extended specifically by the Government General or the Provincial Governor, as the case may be, and was administered by separate Acts and Regulations such as the Bengal Eastern Frontier Regulation, 1973(popularly called the Inner Line Regulation) and the Chin Hills Regulation, 1896 due to its distinction peculiarities and problems and was declared totally Excluded Area under the Government of India Act, 1935;those which had been extended specifically by the Government General or the Provincial Governor, as the case may be, and was administered by separate Acts and Regulations such as the Bengal Eastern Frontier Regulation, 1973(popularly called the Inner Line Regulation) and the Chin Hills Regulation, 1896 due to its distinction peculiarities and problems and was declared totally Excluded Area under the Government of India Act, 1935; And whereas the said Regulations continue to remain in force in Mizoram by virtue of Article 372 of the constitution and the adaptation orders issued under that Artcle; And whereas the common feeling of the people of Mizoram on the issue had been reflected in para 8 fo the Memorandum of Settlement between the Govt. of India and the Mizo National Front signed on 30th June, 1986, according to which the Inner Line Regulation as now in force in Mizoram will not be amended or repealed consulting the State Government of Mizoram. And whereas the Government of India is reported to contemplate revocation of the Inner Line Regulation and discontinue the system. Now, therefore, this emergent session of the State of Mizoram Legislative Assembly, having firm opinion that the continuance of the Inner Line Regulation in Mizoram is imperative not only for safeguarding the interest of the people, and for maintenance of peace and tranquility, but also for strengthening national integration, resolves that the Bengal Eastern Frontier Regulation, 1973 (V of 1873) as amended by the Bengal Eastern Frontier (Amendment) Regulation, 1925 (V of 1925) should continue to remain in force in Mizoram”. | Pu J.
